The mission of Border Patrol Foundation (BPF) is to honor the memory of fallen U.S. Border Patrol (USBP) agents and provide support and resources to the families. BPF provides support to Border Patrol employees, USBP agents and their families for on- and off-duty deaths, injuries, illnesses, family medical emergencies, special circumstances and student scholarships.

On October 18, 2007 at approximately 7:35 pm, Border Patrol Agent Luis Peña (DOB 07/16/1977) was involved in a single vehicle roll-over accident while responding to a call for assistance in apprehending a narcotics smuggling group. The accident occurred on Federal Route 20, mile post 4, on the Tohono O’odham Indian Reservation near Sells, Arizona. As a result of the crash, BPA Peña suffered injuries to his spinal cord, rendering him quadriplegic.
On December 23, 2019, BPA Peña passed away. His death was determined to be a line of duty death by the United States Border Patrol.
